I think star thieves could drop star fragments, or if they already do, that drop rate could use a serious boost. Here's why:

 

Star fragment price is really high, and is probably going to climb further. While a high price in and of itself is not a reason to boost the drop rates, but in compilation with the necessity of the item and the fact that the while it does have a cap to it price, that cap is really high, I think it's clear that there's a fault in the system. By a cap I mean that the price of perfect hunches and the value of the rings set a certain limitation to the price of star fragments.

 

Currently the most efficient way you can farm star fragments is doing pegasus f7 (huoh) and that's 2-3 star fragments per player per run. Compare that with the the fact that every player that wishes to take part in high end pvp needs hundreds of them, and you can see a clear fault in the system. The item is pretty much impossible to farm efficiently without getting 3 people to afk in your party all the time (or, equally unlikely, having multiple pc), and without getting an IM shop item you can only do that on one day of the week, for a limited number of runs. So what stands in the way of you and the star fragments is 1st getting major help, 2nd waiting for the right day and 3rd an incredibly low drop rate. Basically everyone ends up adding the cost of star fragments to the already ridiculous price they pay for their rings (or necklaces) due to this.  Star fragments for a pair of 15* rings cost 300 star fragments which is 45k on 150g each.

 

The limitations set by the price of perfect hunches (IM:gold ratio) and the value of the rings have already caused one problem, which is that getting star fragments for the lunar 15*s is not worth it at all, even though that ring is probably the 3rd best ring in the game after its siblings. When the value of an item surpasses the value of one of its major uses, to me that is a clear sign that the item is indeed too rare. Could the same happen to stellas?

 

We saw star fragment price drop really low among with many other items due to a problem we had in the game recently. The rareness of this much used item is the sole thing that makes it susceptible for such things. Good for those who got them while they were low though! I'm pretty sure most of the star fragments that naturally come into the game come as sort of single drops that people then sell right after getting, since they are really hard to farm to any significant degree. Yet all the people you see selling them have hundreds. This just shows, star fragments are incredibly lucrative ground for reselling and abuse, but if that didn't happen it would be very hard to gather the hundreds or thousands of them that one needs.

 

All in all, I think the current ways of obtaining star fragments promote p2w and shady practices in our game, while making them drop more would do the opposite and give people a boost to the benefits you get from farming galaxy (which is available from lvl50 onward already!). Making this normal item used for f6 rings/necklaces easier to get might very well encourage more people to go for the rings, increasing sales of perfect hunches. To suggest a number maybe make it a 5-15% chance or so, enough to make the fragment price drop but not too much.

 

One problem with this is that the pegasus f7 has so many star thieves in it that if those were to also drop fragments, it'd be impossible to balance. But I guess the loot can be separate for those ones.
