I'm very new to this item and it says that if I wear any Temporal boots, I'll get the combo effect, but it's not working? I bought a regular Temporal Boots (no upgrade and no stat effect). Not sure what I am missing. Help please.

You mean like the basic Temporal Boots? I think you need a specialized stat Boot to activate the effect. (But you don't need to match the enchants on the GFSS with the specific type of boot)

Yup, I bought the basic one. I had a feeling I needed the ones with Stats e.g. INT Temporal Boots. Thank you for confirming sir! Appreciate it
