Won't cast the maximum level bolt.
Your best bet is getting demon mask+horns, thorny buckler+bison, and high upgraded LoD. Might need food and a couple buffs and you can hit 190 aspd.
Alternatively you can mob and reflect if you can't get crazy aspd.
Don't forget to cast double bolt.
But yeah, vani hat isn't worth it at all for a hindsight scholar. If your just a sage then the demon mask+horns will be needed to get any meaningful aspd since you have no thorny buckler.
