So star fragments are really hard to get and one needs up to thousands of them for the 15* rings and necks. I fear the price for them will get out of hand over time now. Selling star fragments at shady would also help with getting rid of some gold on the server.
I suggest the price to be 200g each, which is currently the high price but that won't stay for long, I recon if star fragments don't become easier to obtain the price will climb to heights we've never seen. Capping them at 200g each still retains their semi-high value.
But, that's not all. I suggest that in order to open this shop one has to do winding quest line (surrounded around galaxy ofc), kill x-amount of galaxy bosses, what ever seems a suitable challenge. It could also be something totally new, though that would take a long time to develop I guess. Some sort of a skill challenge (for example clearing a dungeon on some amount of set stats) would be the most fitting in my opinion. This way one needs to work to unlock this new shop. And of course the star fragments sold by the shop would be totally untradeable by all means.
