Restart from step 7, see if that works.

Yea, I often get stuck at this part.

 

"Note: If this spirit curses the player more than once step 11 will not work correctly and players will need to start over from step 7. Be extra careful when activating this spirit to ensure it is only done once."

 

Afaik, you need to make sure the spirits on steps 7 and 9 are triggered only once, otherwise step 11 won't show up the dialogue and you will have to start again from step 7.

There are two possible reasons for getting stuck:

1. didn't ask the representative at the desk about the corporation's history
2. didn't talk to the library representative twice

You don't have to worry about getting cursed by a spirit multiple times.
