Proposal -> Publisher -> Developers
WP is a publisher so their job is to send player feedback to the developers in Korea. Then it's up to the developers to decide if they want to listen to the feedback or not. Learning Korean and posting on the kRO forums is the most direct way to contact the developers, but it's still ultimately up to them to implement suggestions.

Probably I dont know the better way to change, but if we have some creative people, we can find a way to improve the system.
