Is it possible to use a character card after I already used one before? (replace)
Or is it a bug?
If it's not a bug, then it's stupid.
You can get it by doing a talk quest that takes literall 10 seconds yet people sell it on the market.

That quest has prerequisites I'm pretty sure, so it's not just a talk thing. You can for sure update the character card, but I dunno if you do that by using another one or just by buying that item in the IM shop.

you have to get the item of the IM shop in order to Change the character card
