I don't understand the question. What do you mean "does it work"? Are you asking if the item is broken and doesn't do anything at all? The item currently does what it says it does -- casts meteor storm when you receive physical damage.
The best Equips I can suggest would be a headgear that isn't ifrit mask, a racial reduction shield, a headgear that is sheep hat, and joining a party to help them gather monsters with your mental strength.
Idling away and waiting for meteor storm to kill a mob is antisocial, extremely slow exp compared to joining a party, and is pretty ill-mannered to the parties on the map as you are holding an awful lot of monsters just for you --- slowly. Also large amounts of auto-cast gears tend to slow the clients down who have you on their screen, due to how poorly RO is coded. These early levels where there is lots of social leveling is when you should be making friends list contacts. Because later on (level 110+) meteor storm will do insignificant damage and you will have no friends to PM for bio4 parties, etc.

No. You're fine. Those are good stats for healing yourself and surviving damage when mental strength wears off.

so now i have to reset my stat and play combo right? i find it pretty hard to farm at GH (killing evil druid & wraith) due to low agi and dex

this one works best on places where monster dmg is very high, so you can keep shield slot for reduction, and prevents KS a bit, doesnt work on fire monsters tho

forgot to comment on this one, kaddylac. i'm adding to this a little bit, hope you don't mind.
she's right about autocasting being quite antisocial, albeit if you can't find a party and the mob is legit enough, go for it. i wouldn't autoproc w/ a sura after mid ti though honestly. the mob in high ti is too unpredictable and more than half the time not even worth it because it takes 2-5minutes to kill monsters. i can however vouch for having quickly autocasted my way out of mid ti on a couple sura tho, but i got teh top notch gearz for it minus DL card.
but back to the antisocial thing, you need friends for good parties at higher levels. you'll short change yourself if you don't. if you got the gear for it, go flash combo. high ti is a good level range to convert to FC. or convert to pure tank/snap puller. your goal is to 175 and acquire gear in the process, so think more long term than just having autocast gear to level to 150. think about what you want to do with your sura end-game.
exp is more often than not slow as mentioned, but i've come across a few mid ti's where the mob is really good for autocasting and the exp gain is quicker than waiting for a party. but again, you have to have real good AC gear for this.
from an autocaster's perspective, i'm forced to present the other side and say that although it is considered rude to hold mob if you cant kill it quickly enough, but that won't stop parties (usually some itchy trigger finger'd ranger) from kill-stealing you. be prepared to deal with getting KS'd practically every time you walk into a ti as an autocaster. people just don't have the patience to wait for you since they might also be on manual.
also, she's right again about meteor storm being ineffective. eventually through the later part of mid ti, you'd want to switch to autocasting with cd, skully/tsod, ror/rofl, and a reflect shield.
