I think you need to review this:
•Quality time of farming over Receiving Materials
•Receiving Materials over Empowerment Success Rate.
•Fragment amount over Paradigm Materials amount
For me, the simplest solution of Paradigm Shift are Three things:
•Increase the rewards amount of paradigm materials on completing the game
•Large amount of receiving paradigm materials on Daily Quest.
•Adjustment scale on success rate of empowering
By giving a high amount on distribution of Paradigm materials it can make easy to collect the materials for empowerment.

By giving a new scale on sucess rate, it can make possible to empowering the runes in nearest point of high empowerment. For example scale:
The most challange on Paradigm Shifts are high stocks over the low success rate and existing the word "LUCKY"
Likely to Pegasus but it is farm-able on the live-server.

1. Receiving of high amount stocks of Paradigm shifts was taking a stockable materials on the Spaces of inventory and storage in the future because of character locked.

Prevention and Implementation:
1. Exchanging Process of Paradigm Shift on Valor/Honor Points to avoid the thread and to continuously distributing those paradigm rewards on the future.
For example: 50 ore equivalent of 15 valor points
2. Paradigm materials is need a ligh-weight to avoid the thread.
3. Fragment requirement points decreasing, the cost of valor/honor points are not taking heavy by one runes and over-all runes slotted items.
For example: the fragment price is 2 Valor point and estimated 1500 above fragment use. The total valor points is 3000 points per runes.
About the Runes, as my opinion those runes has a big advantages on substats and Gems, it will be a new perception of boosting over the Game Arena and Junon Cartel.
I think that runes are needed a CompetetiveGems because on those runes has a three benefits was really good and each one is containing a one gem.
For example of Competetive is by combing of two gems which the Stats Gems and Status Gems was combined.
For Example:
•Ruby 7 and Moonstone 7= Str and Accu
•Garnet 7 and Critine 7= Dex and Crit
•Topaz 7 and Pink Opal= Int and Defense
After those Farming of New features of runes and lvl 230 Armor. We want to see a New features of Activities on Game Arena in PVM/PVP
and the Outside world activities which organizing the clans and Fate battle.
