I'm trying to figure out what quest/level gives you the starter package, but I've leveled two of my alts to lv11 and there's still no sign of the package.
When exactly do you get the starter package?

It should be received immediately from character creation in the mailbox.
If you made the character over 30 days ago, the mail will have expired.

If you forgot to get the mail and the mail with the starter package has expired does that make any difference going on?
Will I still get the Guardian rune to go to master level Or will I need to remake the charc?

You dont really need guardian rune to reach master level. Its okay if it had expired already nithing you can do about it. But you would have missed some items that are helpful but can live without.
