do we need 2 130+ characters to open the instance? or can be with 1 130+ (leader) and 1 under 130 level?

You need to be above level 130 to be able to open the instance, and the same to be able to enter.

Additionally, you can enter alone as long as you have a party with only you are the member.

oh okay. u can enter alone. it says in irowiki that you need at least 2 members in the party.
