I'm guessing this is a bug since the other dark raptor parts give like 5% each
I don't know if all dark hats have this problem

Moved to Bug Reporting.
Thanks for the report, it looks like various Defense and Attack Speed headgear stat changes from Pegasus were lost during the merging process. This will be corrected for next patch.
