Sounds like an FPS issue or graphic card shuttering (?).
What is your operating system and graphic card? Does it happen with one client only or if you run multiple at once?
Try the following:
- Play in Window-ed mode.
- Adjust graphic settings of RO setup.exe.
- Make sure your graphic card drivers are up to date.
- Adjust your monitor refresh rate.

Could be defragging or something running in the background like some antivirus or something.
Have you tried snooping around Task Manager on what's eating your CPU/RAM, etc.?

2 days ago was infuriating for me. Our laptop had this sudden bad RO performance. The culprit was Windows App Store or whatever. Disabled that annoying crap and the RO performance reverted back to being fine.
It's Windows 10 tho.
Hope we don't run into something similar again. So annoying.

I have windows 10 and I am a noob. I got decent pc specs. enough to run ro smoothly and this is a new pc. anyone kind enough to guide me step by step on the fixes that you guys did? I am having sort of the same problem. RO will start smoothly then later on it will start to slow down a lot. feels like a drop in fps. this only happens to RO though.
