Is questing the way to level up or I can just kill monsters?

You can do both,
But for lower levels its faster to kill mobs.

Hi and welcome to ROSE!
Like Cortiz said, you can do both. Always talk to the npc's. In many cases, they will have repeatable quests where you kill monsters in their immediate area. Since you would be doing that anyway, taking the quests makes a lot of sense.
