Hello Dragon Saga fellow, the only place to drop Black Dragon Wings Bone is in Black Claw Nest. In the battle with Elga, when you fight in the third form, you have to break Elga's eye and after you do this, some boxes will appear. You have to break them and hope you get a bone. All kind of Black Dragon Lord miscs drop from there.
