Shield Reflect disabled there. What's a good reason Counter Instinct should be exempted from this? Plus disabling reflect totally could make it more difficult for a solo to exploit ET bug also.

Sake of conformity is the main purpose. Since Shield Reflect is disabled, why Counter Instinct is left out?Never reflected ET, always clear it though.
Reflect certainly isn't an only way to complete ET and I've never said that. But it's a PLUS if this happens.
