Someone sent me a private message immediately a I entered a portal, and it disappeared from my screen when that happened so I couldn't respond.
Is there a command to bring up past private messages?
I'm used to the system where they aren't in their own chat box, which I don't mind I just can't figure out how to make it reappear.

No, RO's chat log system doesn't work that way. It only logs chats when you manually save them, it's not automatic.

Well, at least I was able to figure out who sent the message and since it was short I saw what it said.

not sure if this is the soln you are looking for but..
you can open your friends box (alt+h) -> friend setup -> uncheck first 2 options.
This will stop the chatbox from popping and all pms will show up in your actual log. personally i prefer it since it doesn't mess around with skill keys too
