DoTs scale the highest on pure AP stats.

Yes.
Keep in mind, you don't need vast amounts of Accuracy if more than half of your damage is coming from DoT's. This is because you don't need accuracy for DoT's to work.

DOTS = Damage Over Time
DOTS are usually poison and burn skills.
