Do i buy the transfer service on the account i am transferring the characters to or form?

But they have to be on the same wp acc anyway so I'm not sure it matters.

It doesn't matter. The ticket you send in is the most important part, just be very CLEAR in it. Make sure to put any account bound equips ect that you want to bring over onto the right character. I recently did this on Chaos.
