Hi,

To answer your question, the iRO website's information on Weaponry research is by far the most accurate.

RO's original intention for the Blacksmith class was to be able to equip all weaponry, therefore it has coded in its skill an ATK mastery for all weaponry types, however in its final release, we only see Blacksmith class able to equip maces, axes, swords and knives.

The accuracy bonus directly affects your HIT stat when wielding any weapon, and the bonus increases by job level. The increase is effectively around 3.0% per every 5 job levels for a effective amount of 30% extra HIT increase at job lvl 50 for Blacksmiths and Mechanics giving you a total 50% HIT bonus while using weapons.
