RK and GX are more likely to use a two handed weapon and so not have a shield. The inclusion of a cranial (+immune) shield would likely put the damage value below their soft defense, effectively nullifying it. Especially since all those classes will have at least 100+ total vitality.
Roughly throwing some numbers out:
DR is 50%, immune shield is probably 12% so 62% neutral reduction (might be 13% but let's just assume 12%.)
Woe set is 20%, combat knife is 10%, and cranial is 30% so 60% demihuman reduction (assuming woe set is demihuman and not a unique one.)
Assuming you do 700 damage per hit, then...
700 x .38 = 266 x .40 = 106.4... which can be soft defense tanked by people with only 90 base vitality (+7/+8 from max job and +7 from VIP buffs, and at least +2 from whatever other source like gear, or just raising vit above 90.)
... and that's not even counting hard defense, which will give at least another 20% resistance.
Anyway, try converting your weapon with shadow, earth, or whatever else to see if suddenly you can hit.
