As someone who knows a little bit of programming, I noticed on third party website such as ratemysever showing some scripts for items.

How do i determine the proc rates for Zaha doll or Eddga doll using the variables in those scripts?

Eddga proc rate: 0.3%*refine lvl when attacking physically. 0.1%*refine when receiving dmg

Zaha Doll Hat: 2+Refine/3 % proc rate when dealing magic dmg

Thank you. However, I do want to know how to read the proc rates using the scripts from database websites.

Some items just don't give the proc rate directly and are being vague by saying "Low chance". 
Enchants such as those on temporal boots or the Black Shiba Inu hat.

You don't; those are not the scripts utilized by the iRO server. WP has to query their DB to verify rates.
