Im assuming that at +13 this shoes will give -26% casting reduction reduction? please correct me if im wrong

Floating Casting Time -10%.

Additional -5% when Upgraded to +8. After that, additional -1% every Upgrade level. 5+1+1=7%

Additional -3% when Upgraded to +11. After that, additional -3% every Upgrade level (up to +13). 3+3+3=9%

so based  10% + 7% +9% = 26%
