If that dropped on valkyrie, that is a bug. If that was on Ymir/Ygg, that is intended.

I actually had a Creamy drop an empty bottle one time as well. never happened again tho so im assuming its fixed. Havnt seen a goat drop one yet tho and I've killed a lot of goats...

On Valkyrie, all monster drops of Empty Bottle are removed (probably because they make a good target for botting on really low level chars). See any of the pages comparing the servers.
As for the creamy, that would probably be a polymorph - poly a looting monster that's picked one up into a creamy (or pupa or fabre)
