No one knows,i heard DR reduces KS in another official server but i don't know about kRO.
We will never know

So I would assume neutral resistance doesnt reduce KS dmg since it's not affected by DR?

If you mean WoE TE,i agree but it's a bad skill for 3rd,specially against someone using Imuke Shield.
