I was able to migrate my characters from the (now closed) Philippine Ragnarok Online (pRO) server into iRO last year. It's only now that I was able to open my accounts and check the items. I noticed that most of my characters' skills were reset -- except for my Geneticist. I also noticed that my Cart Cannon skill is not enabled (when it was enabled in pRO).

 

Is there any skill reset that I can undergo?

I would suggest speaking with the Mesmerist NPC found in Eden floor 1 just behind the desk, Mesmerist offers Stat and Skill resets for a limited amount of times. If that didn't help please send a ticket to the appropriate department, the skill tree might be bugged due to the migration process.

Oh, I was able to reset the skills+stats of my 150 characters using the Mesmerist NPC in the Eden room.
