Dunno but my +12 RWC Pin does way more damage than a +9 Evil Marching Hat.
Haven't test it against +9 eddga nor +12 ceb yet but so far it does quite a lot of damage (I've been 1 shotting +120k HP Tao RK on GvG rooms with it).

+12 RWC Pin gives 14% atk, extra 6% if used with an unslotted rwc ring. It is much better than EMH in this case.
