You need to find NPC Ricardo Fellini in Nova Lux, not far from Auction Hall. 

Buy some from him and comdpound what you've bought with Atma Infinity several times.

As Vulpes said, you can buy 1% coupons for reinforce/enchant/compound from Ricardo Fellini.

You can compound those into : 

1% coupon + 1 Infinity Atma = 3% coupon;

3% coupon + 1 Infinity Atma = 6% coupon;

6% coupon + 1 Infinity Atma = 9% coupon.

Well one way and most efficient way is farming Premium Dungeon.
Another way is from raid bosses.

Also you can get atma's from 89 lvl Nova dungeon
