Are these costumes still capable of being dyed? I went to the see the NPC but its not changing the color of the costumes.

I went to that NPC, and when I picked blue (using cobalt bluedyestuff) it doesnt change the dialogue of what color? and the costume stays the same. if I pick another color it says you dont have the correct dyestuff.
