- Close every active RO client.
- Open your RO folder, Right click on Setup_Classic, choose Compatibility tab, under Compatibility mode choose Windows XP SP3.
- Under Settings on the same window choose Run this program as an administrator.
- Press Apply then OK.
- Open Setup_Classic as an admin.
- Configure the video settings, hit OK
- Launch the client, see if that resolves the issue.

I'm new here and was having the same problem but this solved the issue and I can finally play classic. Thanks!
Just wanted to add that I also set the Classic Launcher to use the same compatibility/admin options as the setup, maybe that'll work for some people as well.
