if the question if is good for pvp woe, the answer is, is situational, will work good against malee attacks/skills, doesnt work on ranged skills.
Critical dmg is reduced the same way that any other dmg, read the above link to get more ideas on how critical dmg works

its really good against EB type RG/CS type RK/TC sura
it really depends on your timing because of the short duration
