The Passive 'Shattering Blows' Description says (At Lv:5) 25% Chance to apply 'Weakened Armor' to your target when dealing damage.
Now, I know there is a very clear distinction between 'on Melee Hit', 'on Critical Hit', 'on Melee Attack' and 'on Dealing Damage'.
on Melee Hit: Requires auto attack and to successfully hit the target.
on Critical Hit: Requires any form of dealing a Critical Hit to the target.
on Melee Attack: Requires the auto attack to swing, no hit necessary.
on Dealing Damage: Requires any form of damage being done. [Assuming this excludes DoT's but it shouldn't in this case]
Anyway. Shattering Blows does NOT apply or roll for a chance to apply the 'Weakened Armor' stack when using Skills to deal damage. I know it's supposed to, but it doesn't. Nor does it apply then or roll for application on DoT tic's which also fit the description. The only time it applies is on Melee HIT, not even Melee Attack.
Given the fact that the success is only 25% when pretty much every other class minimum is 40% or higher, I'd like to see this skill be correct.
on Dealing Damage [including DoT Tics]
and an increase in chance to apply to 40%.
