Is the flee rate penalty also applicable to monsters?

 

for example if 10 peoples hitting an MVP, does the MVP's flee rate gets penalty too?

We know that

 

Actual Flee is

100 + SkillBonus + [BaseLv + AGI + LUK ÷ 5 + ItemBonus] × {1 - [(Mobs − 2) × 0.1]}

Does the "Mobs" word can also refer to player? which means does our flee rate penalty counted against players (or in pvp)?

probably not, even if it is YES. you wont have that extra point to spend on it unless give up something more important.

Lately in game, there are many items that can boost MATK, spend skill points on other fields.
