DirectX error

I can run the game just fine windowed, but if I try to run in fullscreen I get the error "Cannot init d3d or grf file has problem". I've tried running in compatibility mode (XP SP3) but it didn't help. The setup is completely blank in the resolution section, and graphics setting only lists ADM Graphics. the My dxdiag was fine, and my drivers are all up to date, so I'm not sure how to fix this issue. I'm on Windows 10

I'm not running off resolutions that high(My laptop doesn't even support resolutions that high). I'm running and HDTV as an external monitor in 1360x768, and this is the only game that seems to be having the issue.

After restart I'm finding that I can run the game fine in fullscreen, but every single time I exit game or even alt+tab, my tv goes black and says "unsupported mode". Opening my laptop fixes this but then I get the error, and I continue to get the error if I try to run the game until I restart, where It works fine until exiting/alt-tab. 

 

As opening my laptop forces the resolution down to 1280x720(and requires a restart to switch back) all I can think of is that this is some sort of resolution error, but I can run other games just fine.
