Actually, when there isn't 80% of the community playing a class, crying for more and more and more every balance session, the game was balanced. It was only once the DEV's starting giving into the loud majority and ignoring the silent minority that we started having this issue. I presented arguments, statistics, logged data and numbers. Spread sheet, graphs and logical analysis of my findings. I spent several hundred hours analyzing everything on the Beta servers, and provided the best information and feedback I could; along with suggestion and proposals. I even gave a few warnings of how things could spiral out of control into this type of situation. Wonna know what I was told?

1: Back then I did.
2: I spent more time doing CD than anything else on the live server.
3: I had every class able to participate in CD's, and I took screen shots of every scoreboard for enemies and allies. I could see after only 2 weeks how things were going.
And it all stemmed from them listening to the never ending screeching and tantrums from the Raider community.
Axes able to kill Raiders? Nerf them 7 times.
SF's able to kill them? Nerf their Berserk, twice.
Artisans the natural enemy to Raiders? Don't give them a decloak and anytime it gets brought up, make sure no one posts anything related to the topic.
Bourg's found a way to kill Raiders? Nerf their reflect and duration of Aspeed buff.
etc etc
Any time a class is able to challenge Raiders, they screech about it like it's some type of heresy that they have a weakness. It's nearly as bad as the FS Cleric players who whine every time someone found a way to kill them 1 on 1. Only with Raiders it's worse, because it promote their arrogance. They get smug that they're 'elite' because no classes can kill them in a fight stat for stat except the odd SF Champ, but that's a dueling scenario, every other situation like Wars, Arenas or even open world PvP that dueling build won't work, they'd be too slow and clunky.
Anyway, I guess I could rant for days and days about this, but it's not like Genesis actually cares if Raiders are OP. Leonis didn't, and Calanor actually liked it. We also know that if you speak out about Raiders being well deserving of a nerf, you'll get endlessly ganked in JC. Hell, I was spam killed the other day for nothing more than my opinions posted here. The annoying part is, if I stop posting them, they'll think they've won. So here I am, continuing to shout into the ether, knowing only the void will hear me. But that's fine.
