I am having a hard time killing strout for hunter change maybe because I am still using novice armor and weapon. Where can I buy NPC equipment? All NPC I talk to does not have an option to buy or sell items.

NPCs don't seem to actually do anything, you'll have to farm gear.

wait till someone is killing it too, gang up and you will get it, i did it that way... with someone unknowingly tanking it for me.

Equipment is obtained primarily from crafting and world drops. Once you start doing your individual boss dungeon, you'll begin receiving equipment composition items and some equipment pieces. It can be rough at lower levels, but once these daily crafting items start rolling in gear improvement is relatively straightforward!
