That's because of whatever you use to increase the Skill's level. The increase is not valid.

I wondered how you still can't get Rebound, but I understood while writing. You're using a Hero Accessory for the Tornado, I guess. I myself am using a Rare one, so I almost got lost.

 

The Tornado is maybe Lv.5, but that's "Lv.2+3"; and as I said, the increase caused by Accessories and Cards are not considered as valid. I would guess that it would certainly cause a huge mess, if we were able to remove the things upon having the next Skill XD
