i used a reset skill stone and to raise my points again only I could raise 15 of the second class being that my job level is 21

Not a bug as you need more skill points to max out your 2nd job skills. I might be wrong with the numbers but its something like you need 2 skill points to increase your skill from level 8 to 9 and 3 skill points from level 9 to 10.
