I actually, didn't like this change either. Personally, the grind from 190-200 already sucked big time, but now you have to get from 190-210 without dungeons, which was key to being able to get to cap at a steady pace prior.
I actually wouldn't mind there being a 190-230 tier, and 231-250 tier with a much higher difficulty.
