Bots are illegal and bot farmers must be punished according to the rules, even if cards get cheaper with them. GM's must do their jobs. People donate money and I believe most of them want to be able to get some information about what administration does to prevent bot farming.
This is something people of lesser minds will never be able to understand.
Bots have lessened to a point where they help more than harm the game. If bots aren't in popular leveling spots, TI, instances, events or woe/pvp, I say just let them be. It actually helps the economy. More supply of mats, cards means cheaper items. Even in the real world, this is how it works. Everything is mass produced (and in most cases, labor is cheaper) in order to bring prices down. There are other more serious exploits and cheats worth focusing on as mentioned above.
As for vending bots, it's definitely a sign of in lack of quality of life features. It's definitely easier to vend bot than to relog and set-up shop and get disconnected every now and then.

I think as long the game architecture flaw (stolen source code) is being ignored and just focusing on encasing the game with thicker gameguard, this game will always be bots infested.
Looking from kRO strategy that they limiting bot numbers by integrating their game account registration page with unique KSSN (Korean's Social Security Number)
I think iRO couldn't adopt similar strategy to kRO, because iRO's standing as international server.
But If iRO staff could afford to hire experts/train their staff to trace botters Mac Address and familiar with countering Mac Spoofing technique, they should be able to punish botters severely by banning all involved accounts from the suspect Mac Address. Botters would need to invest on another NIC cards to play with their banned computer

iRO is doing pretty well for 10+ years server with 2,000 - 4,000 concurrent players. I think this server doesn't need more than 6,000 concurrent; otherwise, it will be overcrowded. iRO Chaos is also easily my favorite server to play PvM. It really encourages team-based play from gramp, bio party, and instances. It is very noob friendly, and it really makes me feel like a bad-ass with my cash shop gear owning mobs of monsters with almost unlimited SP, thanks to strawberry and +9 vana. Bots do most of the grind for me by making staple supplies and cheap cards available on the market, especially when new gears come out. I can really focus few hours a week on what's important to me instead of working the second job. Imagine the only source of SP items is through the Light Blue Potion from the Cash Shop. I think people would quit pretty quickly. I doubt many will grind for mundane supplies for several years straight.
I just came from the other official server like the most popular ROEXE server. They penalize party play. There are no TI and bounty quests. So almost every man is for himself except the priest. The server is overcrowded so everybody KS for even a mob of 1-3 monsters. You don't really want to join any big party and spend 8 hours for just few % of EXP that you can lose by just dying once. Even though there are over 100,000 players playing and almost bot-free, I never feel so lonely playing in it. The main source of SP items is through the cash shop as well. So as a free player, you're going to have to Bwing to hotel and warp back to the dungeon a lot (not fun at all if you level at Pyramid third floor or deep inside Payon dungeon). The server is just not fun for me as progress is very slow and there's a constant struggle for basic supplies. It really makes RO a survival horror game, as there's real horror in losing EXP and breaking upgrade at +1. I must say that WoE was quite fun as people were so poor they cannot afford marc card and unlimited supply of white potions. However, WoE is dying fast as many people went back to pserver. Some elite guilds got a hold of MvPs and now many people don't even bother to compete with them anymore lol.

There are differences even among bots. I personally dont mind Vending bots at all, they dont do any harm to me. Farming Bots on the other hand, should definitely be banned whenever they are spotted, its unfair for those who manually farm MVPs. For Slave Bots though, its kinda tricky. I am fine without buffing so I dont use it, but I can definitely understand why some ppls go with it. Some ppls control with two windows with one of your main char and the other being a Slave Archbishop/Maestro/Wanderer, but this is extremely tedious and inconvenient.

Yeah, it's the same real world scenario between Crooks vs Law Enforcer.
Creating Order by making people abide to the law and facing the consequences (reward & punishment)
Although crooks always got advantages in time, resource, deadlines, etc. Law Enforcer should persistent trying their best to counter crooks activities through various measures that aligned with the law which enable them to suppress crooks activities at the very least, because crooks tendency got no complete prevention.
Otherwise there will be no order, law will only be seen as beautiful poem amidst Chaos
