And yes, I do have cash on my account and I bought it a few times already.

From what I have been told, "...made Warp Portal energy purchases" relate to direct payments such as Credit Card or PayPal payments. If you have done so and still receive the error then the only way to resolve the issue is by sending a support ticket to the billing department.
