I think it was fine with the (no weapon restriction) removed from the description to show it's different to musketeer hat.

If the description is going to be crystal clear, Fuyuki's edit should probably stick.

 

As with the hats, there's no restriction on using the AR scrolls with weapons.  The scroll just fizzles and is used when the weapon check fails, like he's added.  The hats brute-force the buff on despite failed checks, like many auto-cast items.

 

Seems about as transparent as it's going to get at this point.  Although the Rolf von Gigue hat ought to be there, too.
