Greetings,
I am coming back after not being able to play on my campus wifi at seminary and I am not sure what to do. I am a level 113 Wanderer and all I remember was doing Gramp's quests that I forgot how to do at the Eden group. How should I be leveling?

Gramps TI is still a great place to level.
You can access it by entering eden group (talk to the green clothed girls in every town) and then talk to the old man behind the counter to get you TI quest and get warped to the TI maps.
I can't really see the stats in your picture because they are too small, but I guess you have a Severe Rainstorm build?
If yes you can also try to go to Nogg2 and level there with SR, the place is spotlighted atm, too.
At 124+ you can try to solo Scarabas if you do not want to stick to Gramps only.
Nogg 2 and Scaraba both also have Bounty Boards.
Whether you join a TI party and use Gypsy's Kiss to support (parties often will not want you to SR and instead ask for GK 24/7) or go solo with Severe Rainstorm is fully up to you, both is viable and you can even alternate between those options.

Is it still possible to find groups for TI? I am too frail to try and solo something that hard I'm sure. I don't have rainstorm yet so I will have to pick it up next. Can it be used with a whip or bow only? Thanks!

Yes, finding groups for TI is still possible.
It's even easier right now because of an ongoing exp event (will end after next maint). Thanks to this there also are some Nogg2 parties - try your luck in Juno!

Looks like it was supposed to be a Crit Whip Wandy with autocast?
No idea about that build to be honest.
SR needs a bow (you cannot switch weapons while SR is casting) and Dex/Agi to boost the damage. Some Int for sp pool and Vit for some survivalibilty. Luk is better saved for later levels.
You can check if you still have a reset from the Mesmerist in Eden (behind the counter) to adjust your stats for free if you want.
For some more info about SR build (stats and you can see some gears) you can check this thread here as well as irowiki for a stat build you can follow. The thread is a bit older but the info is still accurate.
You might want to pick up a pair of Emerald Earrings instead of Sound Amplifiers though. They each give +5 Int/Dex/Agi and if you maxed Lessons you get an additional +5 to those stats: easy +20 Int/Dex/Agi!
Very awesome to boost your damage and help your casttime.
There also is a set with a garment called Elemental Towel that is supposed to boost SR, but last I heard this was buggy, so better stay away from that for now.

To get an TI group should I stand in the Eden Group room with Gramps or have him teleport me to the 101-125 dungeon and ask there?

For mid TI (101-125) you teleport into the dungeon and put a chat up at the entrance.
For high TI (126-150) you stay in eden and put a chat up near the couches on the left.

I read that wrong sorry. How about arrow switching? I remember when I was using OAB for SR, I used to bring only 10 Steel arrows and default silver arrows, once SR is cast I immediately switch to Steel arrows, does it still work?

feews... dunno, but wicht arrows is too complicated....
better farm items and ake arrows...
