I have seen several for sale and looking on the wiki it states: Drops from Undead Exposure Therapy Event Dungeons.

 

Were is this located?

In Nova Lux, in the gates at the left side of Professor Helium NPC. One is for 69 and one for 89.

The map is a copy paste of Ancient Ruins, aka SvS map, with semi trasparent temperions inside. There are 4 different kind of "citizen", the stronger ones drop easier jewels and more exp/lant.

In order of strenght :

Hammarine  > Valdes > Lintra > Nova.

Valdes ones are pretty much similar to Valdes in Flames mobs, hammarine have mainly more HP.
