Try using the "check all" option on the launcher. That will make you repatch and hopefully fix your issue. You might also want to be sure that ROSE is listed as an exception in your anti virus program. I know I have to do that every time we have a patch, otherwise my anti virus thinks ROSE is a virus and it won't let me log in.
If all else fails, you can always try a clean reinstall. Just make sure you save your capture folder if you have any screen shots you want to keep.

Open command prompt.exe
type in the following commands
Ipconfig /flushdns
Ipconfig /release
ipconfig /renew
try relogging again after your routers assigned you a new connection
