Judging by your response it would appear you have never been inside one, or any arcade with any sort of ticket system for that matter. (I could very well be wrong however.)

Many of the ticket games are purely games of chance, where you insert your tokens(Purchased with real money) and your game of chance begins, perhaps it will spit one ticket out at you. Or maybe you'll hit jackpot and win them all. Considering these types of games have been in arcades since i was a wee little lass, i am more than confident to say that it is not deemed as gambling by the law.



This particular machine stole many of my parents dollars when i was a child.

Oh man I've only ever wo the jackpot out of those things like, twice in my life and have spent countless amount of dollars on it
As a kid anyways, I'm sure the number I've spent now would not surprise me
