You can get skill points via Hunter G capsules so basicly there is no needance for a skill build since you are able to max out everything.

There is also an Event in which you can get SP from a Quest. It challenges you to get 50 Devil Soul Stones for 3SP and 3 Capsules.
Maybe it'll come back, who knows when.

Not just description, final decision is expandable but in the simulator, maximum level is only 5.

i would not recommend what kristof said since it takes a lot of capsules to get a single +1 skill point as for skill build i would go w/ this
THIEF
Air combo launch 1/5 prereq
Aerial frenzy 1/5 doing 5/5 on this doesnt really increase the damage that much
Cutdown 1/5 or 3/5 if you want an extra relaunch skill
Rocket punch 0/5 or 5/5-10/10 if you want to pvp
Nozzle Tuning 5/5 if you have rocket punch
VIT 1/5 prereq
DEX 5/5 10/10 this if you can the bonus agi is really good
Thief stealth 0/1 or 1/1 i would put a point on this since it only costs 5 SP and high AS affects Aerial frenzy's DPS
BANDIT
Rolling Stinger 0/5 or 3/5 IMO it's really bad for pve and i only use it for pvp comboes
Final Decision 5/5 this is your main skill
Upper Screwdriver 5/5
Exit 0/1 or 1/1 this is useful for some dungeons mostly at elga
Burrow 0/5 or 1/5 same as exit but you can't move when you are using this
ROGUE
Moonwalk 1/1
Windmill 5/5
Headspin 5/5
Seven 1/5 prereq
Aerial Kick 3/5 doing 5/5 on this doesn't really do that much damage
Sonic Boom 1/5 prereq
Judge Dread 2/5 prereq
Cossack Dance 5/5 10/10 this if you can
Stance 0/5 or 5/5 its up to you if you want that extra 320 attack and 160 PHY def
Provoke 0/5 or 5/5 if you want to pvp and want to look "cool" while catching someone i'll 5/5 this but be warned the success rate is bugged
SAVAGE
Crazy Soul 5/5 This passive is a forever mini Impervion skill
Awakening 1/1 prereq
Hell Shout 5/5 even though it's a bit slow for pve it really helps in expert mode mini bosses since awakening skill fills up the groggy bar much faster and this skill is really good for pvp
Claw Fishing 0/5 or 5/5 same reason if you want to pvp
Awakening charge 0/3 or 1/3 pvp skill too
The rest that i didn't add or mentioned are just useless either for pve or pvp.

For Savage class, they have sufficient SP to dump in both pve and pvp. I borrow your quote in stead of copying.
THIEF
Air combo launch 1/5
Aerial frenzy 1/5
Cutdown 3/5 this is worth in certain case in pvp. Not common but useful.
Rocket punch 4/10 It's ok to put 5/10 since there would be 2 socket cards in order to maximize the skill.
Nozzle Tuning 1/5 Just for slow effect.
VIT 1/5
DEX 7/10 Spending 4 monster cards is comically efficient. Not too much and not too few. Critical rate cap, Evade rate and aim rate suck.
Thief stealth 1/1 Not a big deal.
Double attack 1/5 chain combo is used a lot to push or cause additional damage.
BANDIT
Rolling Stinger 3/5 this skill is good in pvp and lv20~47 period in pve.
Final Decision 7/10 I wish the simulator was up-to-date. Use the 3* socket to maximize potential skill level. Totally worth finance in damage output.
Upper Screwdriver 5/5
Exit 1/1 Safety first.
Burrow 1/5 Safety first.
ROGUE
Moonwalk 1/1
Mega drill Drive 3/5 additional damage in combo, just in case you figure it out how to work. I'm not disclosing.
Windmill 3/5
Headspin 5/5
Seven 1/5
Aerial Kick 3/5 To unlock effect.
Sonic Boom 1/5
Judge Dread 2/5
Cossack Dance 7/10 Same with DEX.
Stance 5/5 50 SP for 320 attack and 160 PHY def. Why not?
Provoke 5/5 The sound is stunning!
SAVAGE
Crazy Soul 5/5
Awakening 1/1
Hell Shout 5/5
Claw Fishing 1/5
Awakening charge 1/3

Aerial Frenzy is necessary for all Thieves PvE or PvP to have. Rolling Stinger lvl 3 to stand enemies up in PvE so you can place your Final Decisions more effectively (its PvP use expands beyond this) and add cancelable filler damage during cooldowns. Aerial Kick is really never needed past lvl 3 since you don't want it to launch to max height. Hell Shouting should be included in every Savage's build regardless of PvE or PvP due to its long ranged aoe damage and stun along with Superarmor. -flies away-

Here's my take on it. A mixed PvP/PvE Savage Build with a huge SP pool left over. Possible places to put;
- 10/10 Rocket Punch: The stun rate is huge on this skill.
- Other combo based skills: I see people use Aerial Kick followed by Headspin after a basic combo. Some people also prefer Claw Fishing despite pull skills being buggy.
Some notes;
- 3/5 Cutdown: Optional. It's launch is bigger but if you just prefer prerequisite level requirements feel free to not do.
- Nozzle Tuning: Skill simulator is outdated. It applies a movement speed reducing slow on hit regardless of stun landing.
- No Exit or Burrow: They're disabled in PvP. But if you feel you need a hiding skill for a boss like Elga or maybe some Expert Dungeon bosses then alright I respect the strategy.
- No Claw Mastery or Stance: Flat Value passives become irrelevant once you achieve a higher enchanted weapon or even just in general after a certain level tier of weapons. Unless they're noteworthingly high like sockets or solars.
- Mega Drill level 3: Levels increase distance. In PvP some escape utility can be used with this and moonwalk or even as a quick dash to catch someone out.
- No Chain Hurricane Kick: Even though it's Myrm's Windmill on steroids before Rolling Ground. It's not too useful in PvP or PvE unless you do that "Continuous skill while frozen" exploit. Even that isn't useful.
- Provoke 5/5: PvP mostly. Though 70% chance AoE stun is nice in F7 also with the number of stuns you have combined. It's a preference thing.
- Hell-Shouting: It's a great skill. Cast-time isn't too long given the type of flinches and stuns and the multi-stun-on-hit is nice.
- No Marionette: Just...don't do it....It's horrible.
- No Ultimate: Looks cool, but even the stronger ultimate aren't worth.
Alter the build to your liking. You have a ton of SP and a bunch of new skills were given cards for 10/10 for your other skills so look into those.
