it's better this way anyway. you can choose when (during the promo period) to start the VIP. so you can redeem it on account A on day 1, then redeem it on account B on day 4 and make the most of your VIP time

As of right now and from the event news the free VIP option is not UP yet. From my understanding the option will be made available between 15 and 20 of June. For Steam I would suggest checking the VIP packages through Steam client. Campitor or CM Astra can verify this later in the day hopefully.
