No emails about tokens, tried the links given to retrieve the token, but I think it's dead now.
Can I still get back my RO2 SEA characters?

Unfortunately, you can't recover your SEA characters. 
There is no longer any way to retrieve that data, and WarpPortal only received the data for those who submitted to receive tokens back when the merge was done.
