OK,

 

So I have been leveling my PB in Black Tower killing the bad guys. 

 

Is there an end boss when you kill all the Neubellon's?

 

I can not find any info on this.

There is a boss, he spawns randomly in one of the spawn locations (near a gate). You have to check all gates in order to find the true Neubellon (which is a bigger neubellon with level "??").
The true neubellon, is a RAID boss that needs a good alliance of darkest players.
The drop is pointless, since if you make it in an alliance of 15 players, and he usually drops 15 enchants, that's 1 enchant per player. Less than what you get from dailies. And you get bound for a week.
In 2 words : completely useless.

Can I also farm at BT . I am a tempest with 2.5 k sr def . 11k hp having a 1.3k scad . . 90 percent scc ?

You need a key from the level 89 quests, if you have a key you can enter Black Tower but I doubt you would be alive long.

Lol you need Level 90 armor to be apart of that raid and serious party.

Not true, he meant farm not kill the main boss. Mobs are pretty easy.
